Summary

This is a Direct Hire Open Continuous Announcement (OCA) for a Permanent Full-Time Physician (General Surgery) for the Clinical Department at the Whiteriver Service Unit (WRSU) in Whiteriver, Arizona. Qualified candidates with a complete application will be considered for current or future vacancies as they occur. Veteran’s Preference and traditional rating and ranking of applications do not apply to this vacancy announcement.

Responsibilities

Conduct clinical examination of patients assigned. Perform major and minor surgical operations on the integumentary, respiratory, gastrointestinal, genitourinary and skeletal systems. Fully responsible for the decision to operate, when to operate and all technical operative procedures. Consult with other surgeons and physicians on surgical problems. Oversee the pre-operative treatment of the patient, as needed and administration of anesthesia and post operative treatments.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes. Confidential Financial Disclosure Form required. Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities. The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service. Alternative Work Schedule: May be required to work rotating shifts, nights, weekends, and holidays to provide continuity of patient care.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, social). You will receive credit for all qualifying experience, including volunteer and part-time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT:

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. MINIMUM QUALIFICATIONS: In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below: Five (5) years of residency training in the specialty of the position to be filled OR Your resume must demonstrate at least one (1) year of specialized experience at least at the GS-14 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: providing patient care of an extremely difficult and responsible level in a specialty You must meet all qualification requirements within 30 days of the closing date of the announcement.
