Northrop Grumman Technology Services is seeking aSupply Chain Subcontract Specialist or a Principal Supply Chain Subcontract Specialistin Sierra Vista, AZ.

In this position, you will:

+ Source and procure specialized goods and services.

+ Own contractual management for the supplier.

+ Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.

+ In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.

+ Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

+ Manage performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

+ Employs sound business practices and assesses supplier performance as part of follow-up activities.

+ Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.

+ Manage and develop strategic/key suppliers.

+ Review and approve supplier payment as needed.

This requisition may be filled at a higher grade based on qualifications listed below.

NGTSSC

This requisition may be filled at either a Supply Chain Subcontract Specialist or a Principal Supply Chain Subcontract Specialist position

Basic Qualifications for a Supply Chain Subcontract Specialist:

+ This position requires a Bachelors Degree with a minimum of 3 years of relevant experience OR Master’s with a minimum of 1 years of experience OR a High School diploma and an additional 4 years of related experience in lieu of degree.

+ Knowledge of FAR and DFAR Regulations

+ Proficiency with the Microsoft suite of products (Excel, Word, PowerPoint, Outlook, etc.)

+ Knowledge of multiple contract types (T&M, Cost Reimbursable, FFP, etc.)

Basic Qualifications for a Principal Supply Chain Subcontract Specialist:

+ This position requires a Bachelors Degree with a minimum of6 years of relevant experience OR Master’s with a minimum of4 years of experience OR a High School diploma and an additional 4 years of related experience in lieu of degree.

+ Knowledge of FAR and DFAR Regulations

+ Proficiency with the Microsoft suite of products (Excel, Word, PowerPoint, Outlook, etc.)

+ Knowledge of multiple contract types (T&M, Cost Reimbursable, FFP, etc.)

Preferred Qualifications:

+ SAP experience

+ Knowledgeable aboutspecial payment provisions (progress or performance based payments, etc.)

+ The ability to work well in team environments, including matrix type organizations

+ Understanding of the entire procurement process including competitive procurements (from supplier selection, proposal process, pricing instructions, evaluation criteria, terms and conditions, establishing teaming / overriding / pricing agreements, determine the adequacy of subcontractor proposals received, negotiation of the best business deal of major subcontracts including terms and conditions, understand program/company risk factors, prepare a compliant procurement packages, through management of large industry suppliers).

+ Demonstrated ability to present information in a variety of formats to all levels of internal/external management

+ Experience managing international procurements/ subcontracts. Including an understanding on International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR)

+ Negotiation experience
