About the opportunity

SWCA Environmental Consultants has an exciting opportunity for a Project Manager / Environmental Planner to join the Phoenix, Arizona, office. The selected individual will possess experience assisting applicants and federal agencies in managing the preparation of environmental documents, applying his or her skills across Arizona and throughout the Southwest. This position is a regular status, full-time position.

SWCA’s Arizona team is composed of planners, archaeologists, biologists, botanists, water resource professionals, and environmental compliance specialists. Our office offers a unique work environment and is looking for a dynamic individual who is motivated to work in a team environment, cultivate his or her leadership skills, and use his or her expertise to help SWCA expand our business. We work to support our clients’ needs across multiple service areas, including electrical transmission and generation, federal government, state and local government, mining, transportation, water resources, and land development.

As a member of the Phoenix team, he or she will manage technically complex projects; interface with clients and agencies; work with staff across SWCA; and mentor junior staff. You will be responsible for executing key project objectives in a timely and cost-conscious manner by directing project teams in the field and office.

What you will accomplish

Specific responsibilities may include the following:

+ Manage mid-sized to large planning projects in the Southwest;

+ Plan, implement, and/or guide the execution of projects, including planning, natural resources field studies, and data analysis;

+ Prepare and/or direct the preparation and submittal of planning documents, permit packages, technical studies, and supporting documents, such as resource reports, biological assessments, mitigation and monitoring plans, and other deliverables;

+ Provide advice and guidance on complex federal regulatory issues for projects across Arizona;

+ Write various sections of environmental documents and review/edit other sections prepared by technical specialists;

+ Work closely with and direct task leads in other resource areas (cultural resources, GIS, etc.) and subcontractors to ensure all facets of multidisciplinary projects are completed on time and on budget;

+ Lead or facilitate project meetings attended by clients, agencies, and the public to support a successful project outcome;

+ Take initiative, resolve problems, and identify improved procedures to ensure that client needs are met effectively;

+ Monitor and manage key project success metrics, including adherence to internal and external quality standards, team dynamics and morale, timelines, budgets, and other financial metrics;

+ Lead and support proposal preparation to bring in new business and provide clients with strategic solutions that suit specific project needs;

+ Assist with marketing efforts and support business development in Arizona;

+ Build and maintain positive and trusting relationships with clients through regular, responsive, and professional communications and successful project delivery;

+ Demonstrate leadership behavior and provide leadership at the project, team, and office level;

+ Work closely with project managers, directors, and vice presidents throughout the company to promote SWCA’s business interests in adherences to its mission, vision, and values;

+ Mentor junior staff in areas of technical and other soft skill development; and

+ Be willing to learn, have fun, and grow into increased management responsibilities.

Experience and qualifications for success


+ Prior applicable experience preparing NEPA documents andprogressive accountability in project management within the environmental consulting industry. Experience should include complex, multidisciplinary projects; leading meetings with clients and agencies; directing project teams, including subcontractors, in the field and office to satisfy compliance requirements; preparing or directing staff in the preparation of technical studies and permitting efforts; and setting and adhering to project budgets and delivery schedules.

+ A minimum of a Bachelor’s degree in environmental planning, environmental science, biology, environmental science, natural resource management, planning, geology, or other science-related field. Master’s degree in environmental planning, environmental science, or a related field a plus.

+ Excellent written and verbal communication skills.

+ Strong analytical skills, with the ability to lead a team and formulate logical approaches to tasks.

+ Demonstrated organizational, analytical, and document management skills; able to work in a team environment; strong multitasking skills: able to work on more than one project at a time and meet tight deadlines.

+ Clean driving record required.

+ Ability to travel for projects throughout Arizona and the Southwest; multi-night travel is expected to be infrequent.

+ A positive attitude and strong interpersonal skills.

Preferred qualifications:

+ Demonstrated and positive existing relationships with regulatory and resource management agencies in Arizona and the Southwest at the state and federal levels, such as the Bureau of Land Management, U.S. Forest Service, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and state natural resource agencies.

+ Business development experience in a lead or support role.

+ Working knowledge and experience with Clean Water Act permitting and Phase I Environmental Site Assessments preferred.
