This position can be located in Phoenix, AZ, Minneapolis, MN, San Jose, CA, Sterling Heights, MI, York, PA.

The Combat Vehicles (CV) Digital Vehicle Assembly (DVA) Functional Manager (FM) reports to the CV Hardware Design Director and shall establish, grow and manage the DVA department. This department will modernize and transform the CV hardware integration processes, engineer s capabilities, and the use of computer aided design (CAD) from the early development phase and throughout the product lifecycle to incorporate design maturity, product quality, manufacturability, accessibility, maintainability, transportability, and requirement verifications. The DVA manager will provide functional leadership for Chief Engineers (CE) and provide them the process and tools to enable rapid creation, integration, and trade-off evaluation for combat vehicles in a virtual environment that results in viable and practical solutions throughout the product lifecycle. The DVA manager will have responsibility of championing the adoption and utilization (via tools, processes, infrastructure & behaviors) of a suite of digital collaboration capabilities across the CV business. This includes close collaboration with Model Based Systems Engineering (MBSE) and Lean Product & Process initiatives within the broader organization. The DVA manager will also provide functional leadership for platform Physical Architects (PA) and vehicle packaging engineers. This position includes development and standardization of tools and processes related to the DVA department.

Seeking a self-led, forward thinking individual, with prior internal or external experience, to lead the transformation and change to our current design integration department to modernize CAD tools, develop new digital vehicle assembly processes, early vehicle concept design workflow and standardization of work products and hardware. Key responsibilities for this position include:

+ Lead evaluations and select new digital collaboration capabilities, in conjunction with systems engineering, to support vehicle-level packaging and team-wide collaboration regardless of CAD platform.

+ Research and incorporate other new technologies such as Augmented Reality (AR), 3D visualization, Digital Pre-Assembly (DPA), etc., where appropriate, to support the future CV design process and advanced manufacturing simulations.

+ Develop processes and workflow to support and integrate DVA with systems engineering (operational modeling & simulation), advanced manufacturing simulation, hardware design, maintainability, logistics products, and end user (customer) use cases.

+ Refine processes to support program cross-functional teams for mechanical and occupant packaging and integration.

+ Improve centralization of vehicle platform data, maintain data integrity and single-point of truth over time for base vehicle and system variants, new variants and concepts.

+ Support the CV Advanced Concept Team department by providing people, process and design tools.

+ Incorporate Lean Product & Process thinking and processes such as set-based design, knowledge capture and reuse, standard hardware, value stream mapping, standard work products, etc.

+ Collaborate with Systems Engineering and functional teams to develop and maintain preferred subsystem solutions for current and future vehicle designs. Examples: preferred mobility powerpack arrangements, vetronics architectures (and related electrical line replaceable units (LRU), preferred turret/lethality system solutions.

+ Recommend and implement system design philosophies, design objectives and risk mitigation plans.

+ Support and direct the program CEs to execute a roadmap (tailored for their program) to populate the vehicle product with all installations and ensure the design supports manufacturing assembly, maintenance, logistics, end user use, etc. (total product lifecycle).

+ Develop training to educate CV engineering and stakeholders on new DVA tools and process.

+ Define and document required capabilities and skills of the DVA team to include career paths. Assess DVA team s capabilities, and implement development action plans.

The DVA FM shall establish and maintain the technical vitality of people, processes, and infrastructure for the DVA discipline:

People:

Ensures the technical competence of the assigned mechanical engineering staff, reflecting both current and anticipated needs, by assessing competencies for the DVA and CE disciplines and filling any competency gaps, administrate performance appraisal for the assigned staff, inclusive of soliciting inputs from stakeholders, e.g. PEMs, PEDs, Engineering IPT Leads, etc. Collaborates with subordinates on career development of all mechanical engineering staff within the group. Maintains an affordable and competitive skill mix for mechanical engineering, inclusive of the judicious use of contract labor. Ensures efficient utilization of staff, proactively managing utilization by the use of overtime, borrowed resources from other functions and businesses, contract labor, and hiring. Ensures that subordinates effectively apply policies, processes, practices, procedures, methods, standards, and guidelines in the performance of their duties. Supports annual salary planning activities.

Processes:

Ensures the effectiveness and relevance of engineering processes so that they are useful to practitioners. Promotes a culture of continuous process improvement ensuring functional process are integrated and standardized, to the extent practical, across the DVA department. Ensures functional processes meet applicable compliance and assessment standards including: MIL-STD-31000, ANSI Y14.24, ASME Y14.41 and ASME Y14.47. Constructs and maintains functional Engineering Estimating Tables (EET), Cost Estimating Relationships (CERs) to aid in the efficient construction of accurate, repeatable, and defendable functional bids and estimates for the DVA process set.

Infrastructure:

Ensures the availability, efficiency, and relevance of DVA engineering tools. Ensures the affordability of engineering tools, inclusive of ensuring that disused and obsolete licenses and capabilities are sunset/scrapped in the interest of cost savings. Identifies capital (CAPEX) and software license investment requirements to modernize and sustain engineering infrastructure, along with ensuring efficient utilization of existing capabilities.

The DVA FM is additionally accountable for:

+ Allocating chief engineers, platform physical architects and vehicle packaging engineers to/from programs to fulfill staffing needs in a timely manner

+ Performing comprehensive planning relative to functional capacity and capability

+ Ensuring the completeness and adequacy of functional bids and estimates

+ Effectively managing and prioritizing allocated indirect budgets (dollars and hours)

+ Other duties include: providing technical expertise to programs/projects, participating in technical reviews, chairing or assessing Life Cycle management (LCM) independent phase and design reviews, performing color team" reviews for pursuits, supporting bids and proposals, and supporting IR&D planning and execution

Typical Education & Experience

Typically a Bachelor’s Degree and 12 years work experience or equivalent experience

Required Skills and Education

+ BS in Mechanical Engineering and 12 years of relevant experience

+ Mastery of Mechanical Engineering (or another engineering discipline), inclusive of theory, contemporary state of the practice, processes, and analysis tools.

+ Working knowledge and operation of CAD systems, Creo and UG NX required.
