Please Note: This position can be a Technical Security Specialist II (G07) or Sr Technical Security Specialist (G08) based on the candidate’s qualifications as they relate to the skills, experience and responsibility requirements for the position. The Sr. Technical Security Specialist will be required to: Develops, designs, and administers physical and technical security systems and procedures for Raytheon Company and provides technical guidance for Raytheon customer-sponsored security systems/networks. Provides support for unclassified, proprietary, collateral and government classified security system/network requirements. Provides engineering design and supervision for installations of security systems for Raytheon Company buildings, government project closed areas. Manages the ongoing design, installation, and maintenance of Raytheon Company security, access control, intrusion detection, CCTV, intercom, and other related electronic security and communication systems/networks. Establishes physical and technical security policies in line with national standards and corporate guidelines. Develop, administer and maintain the PDS security policies and procedures in a fast-paced, deadline driven environment to ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, and Joint SAP Implementation Guide (JSIG). Serve as the Physical Security liaison to the Program Security Department, working closely with all Contractor Program Security Officers (CPSOs). Ensure compliance with U.S. Government security requirements and efficient security operations support within the CSO, CAAT Facility, and the program user community, and program deliverables. Coordinate with Information Assurance and Network Information Technology to design and support the Protected Distribution System (PDS) across all RMS locations. Act as the Protected Distribution System Officer (PDSO), responsible for leading the PDS Change Control Board, updating the PDS SOP as needed, maintaining all PDS records and inspections. Coordinate door-combination lock changes; collaborating with Facilities & Real Estate for maintenance and construction; collaborating with Security Forces in response to potential incidents; and maintaining communications with program management. Create architectural renderings of all PDS related infrastructure, and keep the architectural renderings contemporary as changes to the infrastructure occur. U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date. Responsibilities also include, but are not limited to: Design, prepare, and maintain all security related systems (physical and technical) and approval documentation relating to PDS as outlined in CNSSI 7003. Administering the security procedures (NISPOM, DoDM 5205.07 series, Intelligence Community Directive (ICD) 705, and JSIG), as they relate to operating in a classified environment for: personnel processing, media control, marking and control of documents / materials, security education, visitor control, and destruction of classified. Develop, prepare, and implement local Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans, Concept of Operations (CONOPS), and proprietary test plans utilizing risk management principles. Provide security oversight and management to subcontractors and subordinate business units via the DD Form 254 or other contractual means. Develop Construction Security Plans (CSPs), Pre and Post Fixed Facility Checklists (FFCs), DSS 147 forms, and oversee the construction and accreditation of new SCIFs and SAPFs. Establish, gain accreditation, and maintain a secure facility in accordance with (IAW) ICD 705 and DoDM 5205.07, Volumes 1-4. Establish and oversee specialized procedures for the transmission of classified and/or proprietary material/information. Conduct and/or participate in internal reviews and/or Government inspections. Investigate security infractions/violations and prepare reports specifying the potential for loss or compromise and the associated risk to the program(s). Develop and provide PDS training for closed area custodians, CPSOs, and security forces. Required Experience, Skills, and Education: Bachelor’s Degree, or 8 years equivalent related experience, plus a minimum of 2 years prior related/relevant experience Experience working in AutoCAD and/or Bentley MicroStation Ability to obtain a Secret security clearance General understanding of the NISPOM, DoDM 5205.07, Volumes 1-4, ICD 705, and/or CNSSI 7003 Willing to travel on company business, as needed Must possess a valid driver’s license for escorting individuals across business locations U.S. citizenship is required Desired Experience, Skills, and Education: Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study Working knowledge of architectural design software Possess a minimum of a current SECRET or TOP SECRET security clearance with an investigation not older than 6 years on the first day of employment At least 6 years of National Security experience preferred Related training with Defense Security Service (DSS), Center for Development of Security Excellence (CDSE) including, Security Fundamentals Professional Certification (SFPC) Security Clearance: This position requires the ability to obtain or the successful issuance, transfer or maintenance of a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
