Job Description
NATURE OF WORK
Under administrative direction performs work of considerable difficulty administering all functions associated with the overall operations of juvenile probation, juvenile detention, juvenile detention education, and related services. Oversees all managerial, supervisory, and administrative functions of the Juvenile Court including personnel management, fiscal management, caseflow management, record management, office management, space and equipment management, public education, information/technology needs, research and advisory services and intergovernmental relations. Coordinates with the Chief of Adult Probation Officer for allocation/use of shared personnel, space, and operations.
Nature of Work
(Illustrative Only) Directs the operations of probation, detention, and support programs to include education; performs a variety of high level administrative, managerial, and supervisory duties, tasks and functions in the operation and organization of the Juvenile Court; leads, plans, staffs, manages and directs preparation, justification and administration of various department program budgets; develops and oversees implementation of department policies and procedures; reviews programs, services, personnel and contracts for effectiveness and efficiency; reviews and proposes legislation; testifies before legislative bodies; directs procurement, implementation and evaluation of all departmental automation projects; facilitates, directs and manages long and short-range strategic planning efforts; develops, identifies needs, prepares, presents, justifies and defends department budget; oversees, manages, administers and monitors department budget allocation; approves expenditures and purchases; directs, approves and oversees grant applications and grant funding; reviews and monitors departmental statistics; oversees department facilities; approves and implements records and file management programs; conducts legal research and drafts correspondence; oversees and manages the operation of various Juvenile Court-specific and related programs and facilities; administers, supervises, and directs all departmental operations and functions; resolves internal and external conflict/issues in the management and administration of the department; identifies, develops and implements departmental programs and projects; oversees all aspects of personnel operations including monitoring the selection, training, development, evaluation, counseling and disciplining of staff within the department; identifies and recommends personnel system changes for the department; participates in the determination, direction, formulation and execution of court system policy; directs the planning of the department; oversees the administration of special projects; analyzes the department’s work flow and efficiencies; recommends and implements changes to improve efficiency and responsive to internal staffing and external needs; applies statutory requirements for record keeping and reports; serves as a liaison with representatives of various governmental agencies and the legislature, representing the department at committee meetings and hearings as assigned by the Presiding Judge; serves as team member in the formulation of system-wide, long-range plans; evaluates and prioritizes the needs of the department in staffing, equipment, technology, facilities and security; coordinates the implementation of facilities programs for the maintenance, repair, improvements and redesign of department facilities; identifies and recommends methods to improve management and operation of the court involving enhanced work processes, increased court system responsiveness, efficient use of judicial resources and quality service delivery; abides by the Code of Conduct for Judicial Employees; performs other functions as assigned.
