Job Description

Manages financial planning, fiscal controls and consolidated budget of the court system in Yuma County including the four Superior Court Departments and three Justice Court Precincts; upon request provides support to four Municipal Courts; coordinates the development and presentation of the consolidated budget within specific timelines; creates and analyses financial reports, including current expenditures, budget performance, trial balances, future trends, salary projection, and other financial reports.  

 

Nature of Work Manages the development of the consolidated budgets for the court system; monitors fiscal and operational performance, grant administration and grant compliance and coordinates the technical budget process and procedures; prepares departmental and consolidated budgets; gathers budget data; develops and analyzes patterns in revenue and expenditure forecasts and allocation plans from departments and programs; develops a final budget proposal; recommends appropriate budget levels for departments; advises management on budget planning and strategies; confers with program managers on spending needs; assesses department requests and recommends funding priorities; supervises assigned staff; provides training and oversight for financial staff in other departments; examines financial documents and verifies compliance with accounting standards, rules, and state and local policies and procedures; monitors budget documents and procedures for accuracy, completeness, timeliness, and compliance with Federal, state, and county policies and court procedures; monitors and updates special fund budgets; identifies anticipated and possible expenditure variables by working with department staff; calculates salary adjustments and affect on pay plans; identifies benefit costs and potential fiscal impact of increased employee costs; reviews and analyzes budget and personnel transactions, payroll information, and budget performance reports; prepares financial reports as needed; attends budget request hearings; provides information and data requested by funding source; responds to inquiries regarding budget requests throughout budget review and allocation process; assists department heads as requested; develops and presents periodic reports on distribution of funds, expenses and expenditures, remaining allocations, and related areas; interprets reports to department heads; advises of funds remaining to purchase necessary items and services; maintains all financial books, records and required documents; provides information and responds to audits and inquiries and implements corrective action on any audit findings; reviews Minimum Accounting Standards (MAS) for all court departments; reviews purchase requests to determine if requests are in compliance with purchasing policies and coded properly; advises on the operation and management of the court in an effort to continuously improve work processes, responsiveness, efficient use of judicial resources, and quality service; abides by the Code of Conduct for Judicial Employees; performs related duties as required or assigned.
