Hiring Range: $27.33 - $32.79 Per Hour

Pima County Department of Transportation, Construction Monitoring Division is seeking an experienced individual to join our fun and dynamic team as a Construction Inspector for Transportation Capitol Improvement and Pavement Preservation Projects. Inspection duties will include the construction of bridge and drainage structures, utility installations, roadway pavements, signing and marking, ADA access structures, landscape irrigation, and vegetation installations. This role will inspect both locally funded and federally funded projects.

 

The primary duties of this position are:

  • The inspection of General Contractor and Subcontractor work to ensure compliance with the project Special Provisions, Plans, Standard Details and Standard Specifications.

  • Daily completion of Inspection Reports including agreed upon documented daily quantity amounts with contractors.

  • Picture documentation of project progress, coinciding with Daily Inspection Reports. Reports and Pictures recorded onto field computer files for submittal to Pima County for review.

  • Verification of Compliance for project Material Certification prior to placement.

  • Supervise Consultant Inspectors when needed.

  • Resolve issues with the Contractor over project work or escalate issues as appropriate for larger problems.

  • Attend project weekly meetings, oversee materials and labor quantities for Force Account Sheets and Change Orders. 

  • Monthly review and acceptance of project pay item quantities for monthly pay estimate approval by Project Manager.

  • Review and approve Traffic control plans (ATSSA Traffic Control Supervisor Certification will be required, but PCDOT will send the successful applicant to the training if they do not already have this certification).

 

Essential Functions:

Work assignments may vary depending on the department’s need and will be communicated to the applicant or incumbent by the supervisor.

  • Leads, assigns work, trains staff and interprets approved major complex construction plans, specifications and special provisions as a basis for conducting all construction inspection activity;

  • Inspects major construction of concrete structures such as bridges, overpasses and box culverts for placement of concrete, false-work and forms, steel reinforcement, rebar and caissons for general compliance with county specifications;

  • Inspects earthwork operations including clearing of construction site, roadway, drainage and structural excavations, backfill operations and embankment fills or trenches, bedding, shading, backfill and other elements of construction for compliance with county specifications and standards;

  • Performs sub-grade and aggregate base course inspection for materials stability, width of roadway and gradation;

  • Inspects asphaltic concrete paving and chip seal operations or piping, aggregate base course, concrete, paving and other construction materials for compliance with county specifications and approved plans;

  • Oversees and participates in the coordination with contractors, architects and various departmental sections in order to meet requirements and provisions set forth in the construction plans;

  • Ensures traffic control and work-site safety measures are taken;

  • Oversees daily site checks to review and monitor construction progress;

  • Conducts informal pre-construction meeting with site foreman to review requirements and provisions set forth in the construction plans;

  • Resolves issues with site foreman over identified noncompliance;

  • Serves as departmental liaison with the project contractor, other agencies and the private sector and accompanies visiting inspectors representing public or other agencies having jurisdiction over the project and reports the outcome of such inspections to management;

  • Works with utility companies to establish desirable locations for utilities given construction constraints and inspects installation of utility and drainage pipes;

  • Maintains daily records, written reports and pictorial documentation of contractor’s work performed, validates monthly pay estimates and compiles post-construction documentation.

 

Minimum Qualifications:

 

Three years of experience inspecting construction projects such as sewers, water lines, roadways, bridges or flood control channels INCLUDING two years of experience inspecting public works construction projects.

 

(Relevant experience and/or education from an accredited college or university may be substituted.)

 

OR:

 

Two years of experience with Pima County as a Public Works Construction Inspector I, or a similar level position which is responsible for inspecting public works construction projects.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum three (3) years experience inspecting large roadway improvement projects, bridge and drainage improvement projects, and ADA Access Structures.

  • Minimum two (2) years experience with federally funded projects.

  • ACI Grade 1 Concrete Certification and ATTI Soils and Asphalt Certification.

  • ATSSA Traffic Control Supervisor Certification.

  • SWPPP Certification.

 

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
