Job Summary
Mohave County Development Services is currently recruiting for a Civil Engineer (Unregistered) in the Environmental Quality/Waste Disposal Services Division
Performs entry level professional work within the Civil Engineer series. Depending on which department is assigned, work is involved in the planning, designing and constructing of roads, traffic/transportation systems, drainage, subdivisions, improvement districts, buildings, utilities, flood control, municipal solid waste landfill and water/waste water, and other projects. This is an Unregistered Civil Engineer performing primarily the same responsibilities as a Registered Civil Engineer. Appointment to this level requires that the incumbent be performing the full range of duties and meet the qualification standards for the class. Incumbent should possess the willingness to obtain certification as a Registered Civil Engineer in the State of Arizona.
Essential Job Functions
As assigned to Development Services – Environmental Quality/Waste Disposal:
- Work is subject to varying job site assignments and may be subject to call back, overtime, and irregular schedules including completion of work assignments on weekends and holidays.
- Provide support to Management and Engineering for Landfill and Water / Waste Water Program Operations.
- Performs varied environmental engineering duties in the planning, preparing plans and specifications, permitting, designing, operating, reviewing and constructing of Municipal Solid Waste Landfills.
- Performs project inspections and accounting of Environmental Quality infrastructure and systems operational assets encompassing landfill infrastructure, division permitted onsite wastewater treatment systems especially alternative systems and large capacity 4.23 systems, and related facilities and appurtenances.
- Performs technical engineering reviews of subdivision, commercial site, and division construction and development plans relative to division operations.
- Assists in reviewing complaints and coordinating necessary activities to resolve problems.
- Aids in the preparation of County standards and specifications and prepares maps and plans relative to division operations.
- Compiles information and performs research for long range planning in the areas of municipal solid waste landfills, and division initiative in water and wastewater.
- Aids in the development and construction phases and works with landfill operations contractors for the continued development and environmental compliance of County Owned Municipal Solid Waste Landfills.
- Aids in the review of Environmental Quality Landfill and water/wastewater projects for compliance with regulations, economic benefit, and other technical matters.
- Compiles information and performs research for long range planning in the areas of municipal solid waste landfills, water/wastewater permitting and reporting, aids in water/waste water permit compliance actions by the division.
SECONDARY JOB FUNCTIONS
- May review work of peers and subordinates for accuracy and completeness.
- May perform standard tests on construction materials such as aggregate, asphalt, concrete, etc.
- May respond to inquiries of the general public, other departments and jurisdictions by phone and in the office or field.
- May assist in the recruitment, selection and hiring process for positions of Engineering Technician and others as requested.
- Performs special assignments as appropriate to assigned area.
- Performs related work as required.
